PROBLEM TO BE SOLVED: To provide a forgery preventing medium with a metal thin film layer that can simply determine authenticity at a glance and a forgery preventing paper. SOLUTION: The forgery preventing medium 11 includes the metal thin film layer 2 on one side of a transparent substrate 1 to form a character forming unit 2a and a forgery determination unit 2b. The character forming unit 2a includes the metal thin film layer 2 with a predetermined character shape and the same thickness, and the forgery determination unit 2b includes the continuously changed film thickness of the metal thin film layer 2. In the forgery preventing medium 11, under a follow light environment, the predetermined character shape can be observed on the character forming unit 2a and metal luster by reflected light 23 can be observed on the forgery determination unit 2b. Further, in the forgery preventing medium 11, under a backlight environment, dark gray and predetermined characters are transparently seen on the character forming unit 2a by the metal thin film layer 2. In the forgery determination unit 2b, a difference in the amount of light transmission occurs by a change in thickness of the metal thin film layer 2, a gradation is developed in transmitted light 24, and the preset pattern can be observed.
