PROBLEM TO BE SOLVED: To reduce the manufacturing cost of a terminal base by detecting heat generation accompanying an arc discharge between contact conductors of the terminal base without incorporating a heat sensing element in the terminal base. SOLUTION: For a system which detects heat generation of the terminal base 3 mounted on a substrate 1, a heat transfer terminal plate 21 which extends from the terminal base 3 and transfers heat generated by the terminal base 3 to the substrate 1 is provided on the substrate 1, the heat sensing element 23 is arranged on the substrate 1 in the vicinity of the heat transfer terminal plate 21, and a detection part 27 detects the heat generated by the terminal base from the output of the heat sensing element 23.
