PROBLEM TO BE SOLVED: To provide an electrophotographic toner having both low-temperature fixability and storage stability by forming an extremely thin shell layer. SOLUTION: A toner includes: a core particle containing a binder resin having a carboxyl group and a colorant; and a resin layer, on the core particle surface, having a crosslink structure of being crosslinked by a water-soluble crosslinking agent for crosslink reaction with a carboxyl group, a water-soluble polymer with a carboxyl group, and a bivalent or more water-soluble metal salt, and coating the surface.
