The present invention relates to a treatment apparatus for re-using water and treated waste water. In the present invention, disclosed is a self-cleaning separation membrane system, comprising an up-flow type treatment tank with an entrance for waste water and a treated water discharge part in which a TiO^2 membrane is installed and treats inflow water including particle materials, organic materials and non-biodegradable materials; a microwave supplying equipment which decomposes organic materials by supplying microwaves to the treatment tank; and an electrodeless discharge lamp which is installed in the treatment tank and joins to make OH radicals in the TiO^2 membrane.
