A method for determining candidate blocks on inter prediction and an apparatus using the same are disclosed. A method for decoding an image may comprise the steps of: including a bottom left second block in a merge candidate block list when the bottom left second block is available; including a top right second block in the merge candidate block list when the top right second block is available; including a bottom left first block in the merge candidate block list when the bottom left first block is available; including a top right first block in the merge candidate block list when the top right first block is available; including a top left second block in the merge candidate block list when the top left second block is available; and including a temporal candidate predication block in the merge candidate block list when the temporal candidate predication block is available. Therefore, encoding efficiency can be improved and complexity can be reduced.
