PROBLEM TO BE SOLVED: To provide a radio communication device and a control method for collecting radio quality information in a radio communication system that can reduce a waiting time for executing processing using the radio quality information.SOLUTION: A radio communication device (MS) in a radio communication system comprises: a buffer (13) which stores radio quality information of a network (NW); and a load estimation control unit (12) which acquires radio quality information and stores it in the buffer (13), and when a network connection request is generated, estimates a load on a network (NW) on the basis of the stored radio quality information.
