A monitoring control device according to the present invention is provided with: a plug-in management unit which dynamically loads a plug-in comprising a plurality of actions, controls the execution of an action included in the plug-in by calling a predefined common function declared in the program code of the plug-in, and expands the functionality of a monitoring control system; and an action parameter management unit which holds the same number of arrays that store action parameters as there are actions described in a job file, said action parameters being parameters required by each individual action included in the plug-in, and which reads and writes the values of the action parameters by specifying the identifiers and element indices of the respective arrays.
