PROBLEM TO BE SOLVED: To provide a signal processor and a signal processing method capable of improving signal to noise ratio even if a phase of a signal has secondary-changed.SOLUTION: Within an assumption range of secondary change of a phase shown by secondary change information outputted from secondary a change information output circuit 2, a coherent integration point setting circuit 3 calculates an improvement ratio of an SN ratio when coherent integration of a signal acquired by an acquisition of signal circuit 1 is carried out by each integration point. The integration point of coherent integration is established based on the improvement ratio.
