An operating system of a wind power generation complex and a method thereof are disclosed. According to an embodiment of the present invention, the operating system of wind power generation complex comprises wind power generators aligned in multiple rows and columns in the wind power generation complex; lidars (Light Detection and Ranging) installed being dispersed in the wind power generation complex; and an integrate control server which divides the complex into wind power resource areas based on same wind conditions by sensing wind field in the wind power generation complex in real time through the lidars and individually controls powers generated by the power generators according to wind speed of each wind power resource area.
