The purpose of this invention is to provide a secondary-battery binder composition that exhibits excellent binding performance, and when used in the formation of a battery member, can improve the electrical characteristics of a secondary battery. This binder composition contains the following: a water-soluble thickener (A) that has a hydroxyl group or a carboxyl group; a cross-linker (B) that has a carbodiimide group or an oxazoline group; and a particulate polymer (C). Said particulate polymer (C) contains an aliphatic conjugated diene monomer unit and an aromatic vinyl monomer unit and has a functional group that reacts with the cross-linker (B). This binder composition contains at least 0.001 but less than 100 mass parts of the cross-linker (B) and at least 10 but less than 500 mass parts of the particulate polymer (C) per 100 mass parts of the water-soluble thickener (A).
