PROBLEM TO BE SOLVED: To provide an elasto-plastic hysteretic damper capable of functioning as a damper with respect to input in a plurality of directions.SOLUTION: The elasto-plastic hysteretic damper applicable to a building and/or a structure comprises: a pair of first reinforcement parts 13 and 13; a plate-like shear part 11 connecting the pair of first reinforcement parts 13 and 13; and a pair of plates 14 and 15 connected between both ends of the pair of first reinforcement parts 13 and 13, respectively. The shear part 11 is tilted with respect to the first reinforcement part 13, and the shear part 11 is formed from a series of plate-like steel materials and performs energy absorption by being deformed when loaded by input.
