Provided are a communications method for transmitting a message in a vehicular ad-hoc network, and a road side unit and an on-board unit for the same. The communications method for transmitting a message in the vehicular ad-hoc network comprises the following steps: assigning transmission orders of safety messages for a vehicle entering the transmission coverage of a road side unit for a first synchronization interval; calculating an optimal rate for service data transmission of a vehicle transmitting the safety message based on the transmission orders of the safety messages; and determining a channel interval for the service data transmission based on the optimal rate.
