PROBLEM TO BE SOLVED: To provide a laser surface treatment method and a laser surface treatment device which enable surface treatment on a target object to be properly performed without leaving scattered matter adhering to a surface of the object.SOLUTION: A laser surface treatment method according to one aspect of the present invention is a laser surface treatment method for treating a surface of an unevenly-shaped target object 2. The laser surface treatment method includes the steps of: applying a laser 11 so that a surface of the target object 2 that is in the direction of forming an acute angle with respect to the laser 11 will be an untreated surface; and scanning the laser 11 so that the surface of the target object 2 that is in the direction of forming an acute angle with respect to the laser 11 will be an untreated surface.
