The present invention provides a service unloading method based on different QoS. The service unloading method based on different QoS comprises: S1: obtaining cells capable of meeting QoS requirements of a user service; S2: calculating impact factors relevant to service unloading performed by the user in each obtained cell; and S3: determining, according to the relevant impact factors, a target cell where the service unloading is performed in the obtained cells.
