The present invention relates to a method and an apparatus to process a video. The video processing apparatus includes: a picture determining unit which divides a picture into encoding units by analyzing a video signal; a converting unit which performs a prediction encoding for each encoding unit and converts a residual signal according to the prediction encoding; a quantizing unit which performs a quantization for the residual signal; and an entropy encoding unit which performs and outputs an entropy encoding for the quantized signal. The picture determining unit divides a picture according to the absolute difference sum of motion vectors of all encoding units, the absolute difference sum of motion vectors of divided encoding units, and a threshold value.
