PROBLEM TO BE SOLVED: To provide an oil-in-water type eyelash cosmetic having high curl up force and catch feeling and excellent makeup sustainability. SOLUTION: The oil-in-water type eyelash cosmetic includes 0.05-20 mass% of pullulan, 5-50 mass% of solid fat and 3-30 mass% of a resin emulsion as a resin content and has a total solid content of 40-70 mass%.
