The present invention relates to a water purification device and a water purification method using a pretreatment device and a multilayered media system that can effectively remove dissolved phosphorus, chemical oxygen demand (COD) and organic matters by introducing a pretreatment device for operating a media system stably and applying a strainer to each of the media layers to improve the water permeation performance of the media system. The water purification device using a pretreatment device and a multilayered media system according to the present invention comprises a multilayered media system stacked vertically and sequentially, wherein the media layers are arranged vertically at intervals, a media layer separating plate is arranged to adhere to the lower part of each of the media layers, the media layer separating plate includes a plurality of filtered water supply holes, a strainer is combined with each of the filtered water supply holes, and a filtered water redistribution plate is arranged at the lower part of the strainer to spray filtered water.
