The present invention relates to a hot water panel for heating that can be easily installed and maintained, improve good heat conductivity and thus high thermal efficiency, and provide good a damping force to absorb shock and noise. The hot water panel includes a frame having a frame body (11) formed by bending lateral ends of a metal plate in a vertical direction, a fixing clip (12) fixed to the inner surface of the frame body (11), a cover portion (13) provided on one side, and a pipe passing port (14) formed in one side of the frame body (11) at which the cover portion (13) is positioned; a filler (20) containing at least one of urethane and foamed urethane filled in an inner space of the frame (10) and having shock absorption and heat conservation; a finishing member (30) engaged to one side of the filler (20) and the frame (10) and made of a greased sheet provided with a silver film on one side; and a hot water circulation hose (40) held by the fixing clip (12) provided in the frame body (11) of the frame (10), with one plane being brought into contact with the bottom surface of the frame. The filler (20) is filled in the frame (10) to enclose the hot water circulation hose (40) in a state in which the hot water circulation hose (40) is held in the frame (10). The greased sheet is engaged to one side of the frame (10) and the filler (20).
