PROBLEM TO BE SOLVED: To form a printing label for a curved surface which is hardly peeled even if it is stuck to a curved surface such as a concave surface or a convex surface, and is favorable in the feeling of fitting to the curved surface after it is stuck. SOLUTION: A printing label forming device 1 has: a cartridge holder 7 to which a cartridge 31 is detachably attached; a thermal head 16 which performs desired printing on a cover film 51; a pressing roller 192 which interposes the cover film 51 and a base material tape 53 between a tape conveying roller 39 of the cartridge 31 and the pressing roller 192; a roller shaft 20 which drives the tape conveying roller 39; and a roller shaft 193 which drives the pressing roller where the printing label forming device 1 performs control in such a way that first feeding speed at which the tape conveying roller 39 feeds the base material tape 53 while coming into contact therewith may be substantially different from second feeding speed at which the pressing roller 192 feeds the cover film 51 while coming into contact therewith.
