The present invention relates to a hybrid fuel using hydrophobic bio liquid or oil, a device for producing the same, and a method for producing the same. More specifically, the present invention relates to a hybrid fuel using hydrophobic bio liquid or oil, a device for producing the same, and a method for producing the same, wherein one or more of coal and hydrophobic bio liquid or oil are mixed in order to be dried so as to exhibit the combustion properties of a single fuel, so that density and heat generation rates are improved. The combustion properties of a single fuel are exhibited when low-grade coal is transferred, and problems such as dust generation, spontaneous combustion, and moisture re-adsorption can be solved, so that transferring costs can be reduced.
