The present invention relates to a method to attach metal oxide catalyst nanoparticles including crystalline iridium oxide (IrO_2) to one-dimensional metal oxide nanofiber supporting body, and a high efficiency catalyst to generate oxygen in a photo system II of an artificial photosynthesis and water decomposition system using the same. In the present invention, provided is a catalyst to generate oxygen having crystalline IrO_2 attached to the one-dimensional metal oxide nanofiber supporting body.
