A network system (100) for providing a terminal (110) with IPSec mobility comprises: a service server (150) providing a data service; an LTE network (120) including a mobile communication AP and a packet data network gateway (PGW) (123); a WLAN (130) including a Wi-Fi AP (131); an IPSec gateway (140) forming an IPSec security tunneling with the terminal (110) and controlling the terminal (110) to access to the service server (150) via the LTE network (120) or the WLAN (130); and the terminal (110) adding a first terminal IP received from the IPSec gateway (140) to the header of a packet before changing an access path, if changing the access path from the LTE network (120) to the WLAN (130) or from the WLAN (130) to the LTE network (120).
