The present invention relates to a composition for skin cooling and cleansing, and more specifically, to a composition for skin cooling and cleansing, the composition containing 20-80 wt% of an aerosol crude liquid and 20-80 wt% of an aerosol propellant, wherein the aerosol crude liquid contains 1-30 wt% of alkanolamide, which is a zwitterionic surfactant, and 0.1-0.5 wt% of thickener. According to the present invention, the alkanolamide contained in the aerosol propellant and aerosol crude liquid is used to prepare a cool slushy phase, thereby showing cooling face-washing, cleansing, makeup-removing effects. This spray type facilitates gas collection, thereby producing an excellent temperature-reduction effect and having favorable usability.
