The preamble signal reception unit receives a preamble signal which is periodically transmitted to a transmitting terminal. The channel state information measurement unit measures channel state information from the received preamble signal. The signal to noise ratio estimation unit estimates a signal to noise ratio from the measured channel state information. The feedback processing unit feedback-processes the estimated signal to noise ratio to the transmitting terminal.
