PROBLEM TO BE SOLVED: To provide a fuel injection valve capable of setting a fuel injection quantity variable in the entire injection timing of fuel without complicating the structure, and a fuel injection device of an internal combustion engine, which is equipped with the same.SOLUTION: A fuel injection valve comprises: a nozzle hole which is an injection hole for fuel; a valve member for opening and closing the nozzle hole; a magnetic circuit for driving the valve member in a direction of opening the nozzle hole; a spring for biasing the valve member in a direction of closing the nozzle hole; and a differential pressure valve closing force generating mechanism including a plate which is provided in the valve member and divides the internal space into an upstream differential pressure chamber and a downstream differential pressure chamber, and an orifice providing communication between the upstream differential pressure chamber and the downstream differential pressure chamber. The directions of force generated in the valve member are balanced to lift the valve member at an optional position.
