The layer comprises a substance sensitive to a parameter directly or indirectly indicative of water quality of a body of water to which the layer is exposed. The layer deteriorates when the parameter indicative of water quality is poor. The water treating agent is thereby exposed to the body of water when the layer deteriorates, thereby improving the water quality. |
