An IPSec gateway device (140) comprises: a packet reception unit (141) for receiving a packet from a terminal (110) or a server; a non-encrypted area analysis unit (142) for analyzing a non-encrypted area of the received packet to determine whether the non-encrypted area coincides with IPSec session information contained in the gateway device before receiving a packet; an encrypted area analysis unit (143) for decoding an encrypted area of a packet when the non-encrypted area does not coincide with the IPSec session information, and determining whether the decoded information coincides with an encrypted key value of the IPSec session information; an IPSec session information reconfiguration unit (144) for, when the decoded information coincides with the encrypted key value, updating information of the non-encrypted area to the IPSec session information; and a packet transmission unit (145) for transferring a packet in which the IPSec session information is updated.
