Disclosed are a component carrier allocation method and device, and a computer storage medium. The method comprises: when it is determined that a component carrier whose frequency exceeds a pre-set threshold exists in currently allocatable component carriers in a cell, updating a frequency domain metric of a user terminal in the cell according to the coverage of the component carrier whose frequency exceeds the pre-set threshold; and determining the frequency domain priority according to the updated frequency domain metric, and allocating the component carrier whose frequency exceeds the pre-set threshold for the user terminal in the cell according to the frequency domain priority.
