<p>The present invention is applied to the field of communications. Provided are a communication terminal management method and communication system, the method comprising: configuring a measurement parameter for a communication terminal, the measurement parameter comprising measurement intervals; before any measurement interval expires, determining whether the communication terminal needs to measure, within the measurement interval, a target cell corresponding to a serving cell where the communication terminal is currently located, and generating a determination result; and when the determination result is no, configuring the communication terminal to be schedulable by the serving cell within the measurement interval.</p> |
