A functional water production apparatus is equipped with a change point determination unit (20a) which can determine a change point, at which the change rate of the electrical conductivity of an aqueous solution changes, in an adsorption step of adsorbing ions in the aqueous solution onto an ion-adsorbing electrode (1) by applying a voltage between the ion-adsorbing electrode (1) and a counter electrode (2) by means of a voltage application means (E, SW1, SW2) or in a desorption step of desorbing ions from the ion-adsorbing electrode (1) into the aqueous solution. Thus, a functional water production apparatus is provided, which can detect the decrease in ion adsorption/desorption efficiency and can treat the adsorption/desorption of ions with high efficiency in accordance with the amount of ions in an aqueous solution or the amount of ions adsorbed onto an ion-adsorbing electrode. |
