PROBLEM TO BE SOLVED: To dissolve wasteful use of radio resources by mitigating a processing load on the network side.SOLUTION: A mobile communication system comprises: a CSG cell which a CSG member can access; a hybrid cell which is a CSG cell and which a non-CSG member is also permitted to access; and a mobile terminal which is registered as a CSG member and is under connection with the CSG cell or hybrid cell as a CSG member. When a registration period of the CSG member expires; the CSG cell starts handover in the case that the mobile terminal is under connection with the CSG cell, and the hybrid cell changed the way of handling the mobile terminal from a way for a CSG member to that for a non-CSG member in the case that the mobile terminal is under connection with the hybrid cell. Thereby, the connection of the mobile terminal can be continued even when the registration period of the CSG member expires.
