In the present invention, the offset of an angular velocity sensor installed in a portable apparatus or device is measured in a short amount of time and with good accuracy. Provided are an offset estimation device, method, and program, the device comprising the following: an acquisition section for acquiring an output signal from an angular velocity sensor installed in a portable apparatus; a hold state determination section for determining the hold state of the portable apparatus; and an offset estimation section for estimating the offset of the angular velocity sensor output-signal, in accordance with the determination results of the hold state determination section. The offset estimation device may be provided with a parameter control section for controlling the estimation parameters of the offset estimation section in accordance with the determination results of the hold state determination section.
