Provided is an electric power steering control device that can suppress the differential rotation rate between the steering wheel side and the torque generation unit side and control torque fluctuation produced by the differential rotation rate between the steering wheel side and the torque generation unit side; also provided is a control method for the electric power steering control device. The present invention is provided with the following: a steering wheel that is steered by a driver; a torque generation unit that generates generated torque to assist torque due to steering by the driver; a torque detection unit that is disposed between the steering wheel and the torque generation unit and that detects, as detected torque, skew produced between the steering wheel side and the torque generation unit side; an assist torque command computation unit that on the basis of the detected torque computes an assist torque command to assist steering by the driver on the basis of the detected torque; and a differential rotation rate computation unit that computes, as a differential rotation rate, a difference in rotation rates produced between the steering wheel side and the torque generation unit side. The torque generation unit generates generated torque on the basis of a compensating torque set in accordance with the assist torque command and the differential rotation rate.
