A method for handling signaling congestion comprises: recognizing a UE that could pose a signaling storm risk; assessing the data transmission situation of the UE; when the UE has no data to transmit but the physical resources therefor have not been released, instructing the UE to release the physical resources. A device, station, and system for handling signaling congestion, and a storage medium are also disclosed. The method helps avoid frequent establishment and dis-establishment of RRC connections, thereby lightening signaling storms arising from the large amount of signaling activity during frequent and intermittent small data service.
