The present invention relates to a highly efficient oil skimmer. The oil skimmer includes: a main body which floats on the surface of the water with hazardous or dangerous materials, oil, and other floating substances while being partially submerged; and a drum which rotates when the main body flows to recover the dangerous materials, oil, and other floating substances to a storage unit arranged on the main body. The drum includes a body which is formed in a cylindrical shape and is rotatably mounted on the main body while having a rotational shaft different from that of the main body.
