PROBLEM TO BE SOLVED: To provide an optical wiring board that can accurately determine the position of an optical fiber, a manufacturing method of an optical wiring board, and an optical module.SOLUTION: An optical wiring board 10 includes an insulator layer 3 composed of resin, and a conductor layer 2 laminated on the insulator layer 3 and composed of a metal, and has an optical fiber accommodation part 20 accommodating an end of an optical fiber 5 formed thereon. The conductor layer 2 has a reflection surface 22a reflecting light propagating through the optical fiber 5 formed inclined with respect to the insulator layer 3, and the optical fiber accommodation part 20 has, formed at one end, a first abutting surface 211a and a second abutting surface 221a to which the tip of the inserted optical fiber 5 is abutted. |
