PROBLEM TO BE SOLVED: To provide a method for manufacturing of a buffer material block, capable of efficiently manufacturing the buffer material block having little residual compacting energy. SOLUTION: The method is provided for manufacturing the buffer material block, which is obtained by compacting spread-out buffer materials inside a cylindrical molding flask. The buffer materials are continuously spread out in the circumferential direction of the molding flask so as to form a spiral layer in the buffer material block and the spread out buffer materials are continuously compacted in the same direction. Thus, it is possible to efficiently manufacture buffer manufacture material blocks with little residual compacting energy, that is, the buffer material blocks where layer thickness of buffer materials compacted by compacting equipment 4 at a time is made thin, can be manufactured.
