PROBLEM TO BE SOLVED: To select a handover destination base station and to use effectively a wireless resource. SOLUTION: A mobile communication system 1 comprises a first base station 10a, one or more second base stations 10b and 10c, a control station 20 which stores the first base station and one or more second base stations, and a mobile station 30. The first base station comprises adaptive modulation means 12 for setting a modulation system, and movement judging means 15 and 16 for judging whether the mobile station is isolating/approaching from/to the first base station. The control station comprises connection judging means 22 for selecting the second base station according to line quality in the mobile station, and handover control means 21 for instructing a connection with the selected second base station to the mobile station. And the adaptive modulation means sets the modulation system in communication with the mobile station having a lower modulation factor when the isolating mobile station starts to connect with the selected second base station against the first base station.
