<p><P>PROBLEM TO BE SOLVED: To make it possible to authenticate access of a user from a line other than a preregistered line and improve security at the same time. <P>SOLUTION: A user authentication part 111 of a service providing permission device 11 receives user identification information inputted by a user and an IP address from a client 2 and determines whether or not the user is a registered user by collating them with user authentication information 112. If the user is the registered user, a connection location acquisition part 113 acquires connection location information 41 corresponding to the IP address from an NGN management server 4. A user location acquisition part 114 acquires GPS information from a GPS terminal 3 which the user owns.
