<p><P>PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of decreasing friction by the intervention of a toner and an external additive between a cleaning blade and an image carrier by toner supply, and reducing the shake of a blade and the chipping of a blade edge. <P>SOLUTION: The image forming apparatus includes a measuring means 201 for counting a time period when a development sleeve is stopped before the start of an image forming operation in which an image is formed on an image carrier 1, and a torque reducing mode in which a toner is supplied to the cleaning blade 22 of a cleaning means 14 when the value measured by the measuring means 201 exceeds a predetermined value.
