PROBLEM TO BE SOLVED: To provide an electromagnetic noise countermeasure member which is used in a manner that achieves full performance even though either of magnetic field suppression effect and transmission loss effect is demanded, and to provide an electromagnetic noise countermeasure method using the electromagnetic noise countermeasure member. SOLUTION: In an electromagnetic noise suppression sheet 1, a magnetic layer 2, an adhesion layer 3, and a conductive layer 4 are layered in this order, and at least part of the adhesion layer 3 is formed at the outer side of outer peripheries of the magnetic layer 2 and the conductive layer 4. The electromagnetic noise suppression sheet 1 is installed (bonded) so that the magnetic layer 2 contacts with an electromagnetic noise generation source or the conductive layer 4 contacts with the electromagnetic noise generation source. Thus, the electromagnetic noise suppression sheet 1 fully achieves desired effect (magnetic field suppression effect and transmission loss effect) according to an object.
