PROBLEM TO BE SOLVED: To reduce the possibility of image quality degradation by accurately making developing bias adjustment in an image forming apparatus. SOLUTION: A print engine 11 forms, on an intermediate transfer belt 4, a plurality of toner patches for development bias adjustment by changing a developing bias in a developing device. The print engine 11 forms, on the intermediate transfer belt 4, a plurality of toner patches for the adjustment of an amount of exposure by changing an amount of exposure carried out by an exposure device. Based on measurement results made by a sensor concerning the toner patches for the development bias adjustment and the toner patches for the adjustment of the amount of exposure, the print engine 11 adjusts the developing bias in the developing device and the amount of exposure by the exposure device. In particular, the print engine 11 forms a prescribed number N(N>1) of toner patches for the adjustment of developing bias for each developing bias value by changing the amount of exposure.
