PROBLEM TO BE SOLVED: To provide: a composite porous hollow fiber membrane which is suitable for treating a liquid which contains inorganic substances and/or organic substances and has resistance to the exfoliation of its porous layer; a membrane module using the composite porous hollow fiber membrane; a water-filtering device using the composite porous hollow fiber membrane; and a water-treating method using the composite porous hollow fiber membrane. SOLUTION: The composite porous hollow fiber membrane includes a porous layer and a base material which supports the porous layer. In this case, at least a part of the porous layer forms the external circumferential part of the membrane concerned, and concavities and convexities are formed on the porous layer of the external circumferential part.
