PROBLEM TO BE SOLVED: To improve practical utility of a cylinder device for functioning as a colloidal damper. SOLUTION: A colloid sealing body 72 for sealing a porous body 100 and a first working liquid 76 in a sealed vessel 78, is stored inside a chamber 54 partitioned-formed by a housing 40 and a piston 42, and the sealing vessel 78 is assembled to block up an opening part 84 by a cover body 48 while filling a residual part in the opening part 84 with the first working liquid 76, by sealing a porous body 100 and the first working liquid 76 by inserting a plug body 86 into the opening part 84 while putting the porous body 100 and the first working liquid 76 in the whole of a body part 82 of a vessel body 80 and a part of the opening part 84. Since the porous body 100 is pressed down by the plug body 86 when sealing the porous body 100 and the first working liquid 76, dispersion of the porous body 100 is prevented, and mixing of air in the sealing vessel 78 can be restrained by the plug body 86.
