<p><P>PROBLEM TO BE SOLVED: To provide a photocatalyst which shows excellent photocatalyst activity under irradiation with visible light, and a method of manufacturing the same. <P>SOLUTION: The photocatalyst has a titanium oxide and a metal carried on the surface of the titanium oxide. In the titanium oxide, at least one of element is doped, which is selected from the group comprising ruthenium, chromium, rhodium-iridium and manganese. The amount of doped element based on 1 mol of titanium oxide is 1.0×10<SP POS="POST">-6</SP>to 6.5×10<SP POS="POST">-4</SP>mol.
