The present invention relates to a method to plate a steel material which simultaneously has rust substituting functions and rust preventing functions. The method of the present invention comprises the steps of: performing a surface treatment including washing, grinding, polishing, or a combination thereof to remove foreign materials in the steel material; forming a primer layer by coating the inside of the surface-treated steel material with a primer including a solution having one kind of an inorganic acid from among a sulfuric acid, a hydrochloric acid, a phosphoric acid, an organic acid, a chelation agent, a synthetic resin, an anticorrosive agent, and a solvent; and forming a protective layer by coating urea or epoxy resin paint on the surface of the primer layer.
