摘要 PROBLEM TO BE SOLVED: To provide a manufacturing method of an optical element in which generation of nucleus of polarization reversal is accelerated by utilizing electric field concentration, and an optical element. SOLUTION: A manufacturing method of an optical element comprises: a first step in which a concavity is formed on one side of a ferroelectric substrate; a second step in which a first electrode larger than the concavity is formed so as to cover the concavity following the first step; a third step in which a second electrode is formed on the other side of the ferroelectric substrate; and a fourth step in which a polarization reversal structure is formed on the ferroelectric substrate by applying a voltage across the first electrode and the second electrode.
