PROBLEM TO BE SOLVED: To achieve a structure capable of sufficiently producing an effect for reducing an uncomfortable feeling or the like that a driver has during adjusting work, and an effect for preventing occurrence of failure based on rough adjusting operation, without enlarging a displacement bracket. SOLUTION: An elastic sleeve 35 is mounted at an inner side of a long hole 25a in a front-back direction provided in the displacement bracket 22a. A front side buffering section 37 and a rear side buffering section 38 are provided at both front-back ends of the elastic sleeve 35, respectively. The buffering action of the rear side buffering section 38 is increased by increasing a thickness of the rear side buffering section 38 abutting against an adjusting rod 19a while a steering wheel is moved to a foremost position.
