PROBLEM TO BE SOLVED: To provide a control device of an internal combustion engine that can suppress acceleration shock caused by changes in the air volume in a cylinder. SOLUTION: The control device of an internal combustion engine is mounted on a vehicle and includes an engine, a throttle valve, a throttle valve control means and a throttle valve opening time limiting means. The throttle valve control means controls to open and close a throttle valve. The throttle valve opening time limiting means limits an opening time of the throttle valve by the throttle valve control means.
