PROBLEM TO BE SOLVED: To provide an order wire communication system that forms an order wire line between a plurality of L2 switches without installing a server and the like to achieve communication between a plurality of terminals at low cost. SOLUTION: Each of L2 switches connected in a loop shape via a transmission path has a connection state notification circuit for notifying a terminal under itself of information related to a connection state of itself. Each terminal accommodated by each L2 switch recognizes the connection state of the L2 switch connected with itself automatically to set one terminal as a master terminal based on the information from the connection state notification circuit, and communicates a topology of the L2 switch determined by the master terminal to the remaining terminals to form an order wire line sequentially connecting between adjacent terminals.
